The setting is basically a Sprunki-flavored take on the glitzy, lawless crime city you already know from a dozen other games, except with that goofy Sprunki cast dropped right into the middle of it. You start as a nobody with nothing but a weapon and an attitude, and the whole point is clawing your way up until your name means something in this town.
